Ending Resettlement Programmes

“Ending resettlement programmes that operate with the aim of changing population composition.” [pg 128]

  • Following Cyclone Ditwah, the permanent relocation of the Malaiyaha Tamil Community from high risk areas identified by the National Building Research Organization has become an urgent necessity. However, these resettlement schemes face multiple challenges due to land ownership issues. Past resettlement schemes often failed to provide full land deeds for new houses. https://groundviews.org/2025/12/12/reconstruction-of-the-hill-country/
  • Recent media reports indicate the revival of the proposed Kivul Oya Project under the Mahaweli L Scheme. According to a letter submitted by the Tamil community of the area to the District Secretary of Mullaitivu District, 1615 acres of their paddy land areas were confiscated for the development of the Kivul Oya Project. https://ejustice.lk/wp-content/uploads/2020/05/CEJ-Comment_Kivul-Oya-reservior.pdf
